Joe was born, March 13, 1949 in Opelika, Alabama to the late Rev. J.L. Colquitt, Sr. and the late Essie Mae Butler Colquitt; his parents moved to Knoxville, TN when he was young. He graduated in 1967 from Austin High School in Knoxville, TN.Colquitt Funeral Home was established in 1941 by H. Roy and Lucille McKinstry, Sr. They operated the funeral home and ambulance service for Colquitt and Miller County until 1949 when their son, H. Roy McKinstry, Jr. returned from the Navy to help run the family business.
